With the development of the welfare society, access to goods and services has become an unavoidable demand. For that reason, supranational organisations, the Spanish State and the regional governments of Spain, in virtue of their powers, have drafted and implemented laws to guarantee the rights of the elderly and people with disabilities and their families under the same conditions of equality as the rest of the population.
